Highly cultivated Buddhist teachers have a role in removing black magic. The Buddha himself is known to have stopped a magical attack on his disciple Ananda.
It is important to note that monks, rinpoches and other Buddhist practitioners should not be pressured into trying to remove black magic, as only those with the highest accomplishments will unerringly be able to deal with any magical problems. Most practitioners will realise the limitations of their practice and avoid involvement in problems too serious for them to handle. The public should respect their limitations.
In the forward to the Surangama Sutra, Ananda is ensnared by a magical spell and the Buddha needs to free Ananda from the black magic cast on him by a prostitute. The spell was clearly a very strong one, since it was described as "a mantra of the Kapila religion, formerly of the Brahma Heaven." The Buddha did not fight with spirits or need to enter into a battle with the caster. It was the Buddha's realisation that allowed him to extinguish the black magic.
Indeed, Ananda also acknowledges that Dharma is the solution to black magic, realising that he succumbed because his practice was not yet sufficient. His practice was not sufficient, despite already attaining Arhantship. This is why Ananda requests the Buddha to teach the Surangama Sutra. In this way Ananda also reinforces that the most sublime Dharma achievement can overcome any magical or mystical obstacles.
Of course, this story reflects Ananda's attainment before the Surangama Sutra and does not reflect the much higher attainments he cultivated subsequently.
Padmasambava subdued the demons of Tibet, rather than trying to kill these ancient and powerful demons, he showed them the awesome might of the Dharma and they willingly chose to become Dharma protectors.
Many rinpoches, monks and other practitioners teach mantras and other practices to their followers that can be used to dispel light cases of black magic, but realise that the stronger the black magic is the greater the practice needs to be (see http://www.tsemtulku.com/dharma/protection.htm). Indeed, most practitioners need to engage wrathful deities or practices because their practice is insufficient to show the true, compassionate power of the Buddha Dharma such that it is indisputable by any spirit or demon. Terton Namkha Drimed Rabjam says at http://www.ripaladrang.org/news.htm that he and Lhunpo Rinpoche were able to help an Indian woman possessed by her mother-in-law in 2004, but unfortunately does not explain what practices or attainment was used.
Tsem Tulku's description on YouTube (found here) of how a highly cultivated teacher can deal with black magic is also instructive. Beneath the video, Tsem Tulku gives advice to a man whose business is suffering under black magic, advising him to practice more and develop compassion towards those inflicting the magic upon him. Indeed, other teachers also advise that the best way to deal with black magic is to do more Dharma practice and to improve your merit, such as Lama Yeshe (see Lama Yeshe website).
The stories the author has uncovered about Sifu Jing Kang Kuang show that he deals with black magic purely through his Accomplishments and Dharma Achievements. His compassionate nature is even recognised by Christian spirits, who have described seeing "The light of forgiveness" streaming from his hands (as reported by a victim of black magic who could see the spirits attacking her and saw them change when she went to Sifu Jing Kang Kuang).
The Buddhist approach is always to relieve suffering, as such Sifu Jing Kang Kuang shows the spirits the Dharma and they immediately understand that their actions are wrong, or if it is pure negative / evil energy, Sifu Jing Kang Kuang's blessing completely neutralises it. This means that the ghosts are also benefited by Sifu Jing Kang Kuang's involvement.
